How to make Access determine time zone for a specified date and ti

Does anyone know how I can make Access determine time zone for a specified
date and time?? Logic: our computers automatically adjust our clocks for
this, so the programming exists in our systems already.
I am creating a database that holds scientific lab results of water samples.
There is a sample time and date already in my raw data.

There are API calls you can make that will get the time zone and daylight
savings time information from Windows. I believe this link will get you
started in the correct direction.
