how to make a power user?

XP Pro on a workgroup, I've got a user that needs to be more than a
limited user but not an administrator. How do I change to be power user?
Are there other pre-defined user types between limited and administrator?

Do you see the power user group when you right-click My Computer, select
Manage, select Local Users and Groups in the left pane, and then select
Groups in the left pane?

Yes it does. From there I added him to Power Users and removed him from
Administrators. Thanks for the pointer to the right place.
