To lock the query design, you'll need to either implement User-Level
Security or aviod using saved queries altogether. With User-Level Security,
remove permissions to the queries for the user and set the query permissions
to "Run With Owner's Permissions" (RWOP). Instead of saved queries, SQL
statements can be used as the Record Source Property of forms and reports,
and as the Row Source Property of controls.
To lock the report design from most users, create an MDE file out of the
database application file.
