How to limit your computer's functions

I want to create a user account on Windows XP that has VERY LIMTIED
functions, similar to a computer you would find in say a library. I
want it so it has no access to hard drives, no access to programs, and
a very limited start menu with "log off" and "shut down". I would like
it to only be able to browse the web, (no downloading etc.), and maybe
access to microsoft word etc. How would i go about doing this? Thanks
