How to keep input locale while using Sysprep

Goal: Use Sysprep and Ghost to deploy 30 machines in a
domain with Japanese input locale in addition to English
as default for everyone.

Approach: Logged onto a model machine as a local admin
account. Add Japanese language in the "language settings
for the system" and add Japanese as additional input
language in "Input Locales". An icon appeared in the lower
right corner as "EN". Logged off and back in as
administrator, transfer the previous account's profile to
default.

Problem: If I log onto the machine with any user accounts
after the profile has been transfered, then I can see
the "EN" icon and I can switch between ENglish and
Japanese. However, after Sysprep, the icon is dispeared
and English is the only input language. My guess is that
during Sysprep process, the added language is deleted. Is
that anyway I can change the sysprep.inf file to keep the
additional language?
