I have downloaded windows vista, burned it to a dvd disc and when I click to
run, it says windows cannot read the iso file, how do I open this file, after

You burned the DVD as a "Data" disc. You need to "Burn the ISO to a Disc"
in order for it to work. Consult the documentation that came with your
software for instructions regarding the exact method.

to ISO, before you click on "burn"
