How to install IRM in Office 2003

When I click on File in Word, I can see Permission but it is garyed out
(dimmed) and not available. This means I cannot use Information Rights
Management program which I want. Kindly help.

I have Office 2003 Small Business Edition. I have installed Service Pack Two.
 
Office 2003 SBE doesn't include IRM, which is included only in Office2003
Professional.
