how to ignore or bypass a space in a file name in windows 2000

I am running some perl scripts using an environment
variable in windows. The application is installed in
program files. Is there a way to force it to recognize
program files as one name. In unix you could place ""
around the name and in DOS progra~1 would be the name. My
perl script does not like the DOS way. Is there another
way I could try.
