How to grant specific users access to change security permittions

Hi,

I need to grant some users access so they can be able to change
security settings (folders permitions).

I know that the easiest way to do so is to add them to administrators
group.
But doing so is not a good idea.

Is is possible to change it through the registry or group policy.
I need only to grant security permitions for files and folders.

Right now all our files are of F drive with default everyone
permitions.
Users with new rights should be able add deny access for different
persons at different times. Later, they want to be able to unlock
those folders back.

You don't need to give everyone Admin rights. NTFS permissions will enable
users should be able to "own" folders and change permissions on their own
files.

Create a folder, and have your user take ownership and make appropriate
changes to the "security" tab by right clicking on the folder, select
properties and the selecting the security tab.
