How to give a user administrator rights to download applications

I need to learn how to give a user Administrator rights to
their computer. It drives me crazy to have to help them
every time they need to fownload something...please help!

Right-click My Computer and select Manage. Then under System Tools,
double-click on Local Users and Groups. Click once on Groups. In the
right-hand pane, double-click on Administrators, and add the user there.

Is this an XP Pro only thing? I can't find the "local users" option under XP Home
