Go to Tools, Junk E-mail Options, Blocked Senders.

Which blocked list? If you mean the Blocked Senders list, click on
Tools, then Junk E-mail Options, then Blocked Senders.

In the main windows of Windows Mail, there should be a toolbar that
includes Tools. Click on Tools in this toolbar.
