Not a Windows issue. Anyway, you're running out of luck since some news-
servers do not support to cancel (or supersede) a message. In addition,
newsgroup postings will be archived on many different servers, eg.
http://groups.google.com/[email protected]

In fact Google archives posts for all time AFAIK....

Once archived, they remain for many, many years at least. It's possible
to set the X-NoArchive flag, however, this flag will be ignored in most
cases anyway.
