HOW TO FORMAT HARD DRIVE TO REINSTALL WIN XP HOME

After having problems over past 3 days, reinstalled software, but wouldnt
allow file sharing or program sharing, did a search for virus with norton,
none found, removed drive partition, formatted, reinstalled, system comes up
but still having problems. Now have a locked install(cant get in), and
another install, but system not running well. WANT TO PERFORM A FORMAT OF THE
HARD DRIVE, BUT NO BOOT DISK AND NO FLOPPY INSTALLED ON COMPUTER

You boot from the CD and do a clean install.
