How to format 2DD Floppy disk in XP

You could try the old fashioned way from the command prompt:
I just used start, run and copied the line in and it's working for me.

format a: /t:80/n:9
 
Is there a way to format a 2DD Floppy disk in XP Pro? Whenever I try to do
this, I get a message that XP is unable to perform the format.
