how to encrypt Notepad

I've gone to the Notepad properties window, and then to
Advanced Properties, however the Encrypt radio button at
the bottom is grayed out (and thus not accessible). I
don't have compression on (which nullifys encryption).

How do I access this grayed out button so I can encrypt
Notepad?

there is a radio button to do so, on the Notepad
properties page to Encrypt Notepad, so I assume it is not
so unusual.
I would like to do so for security reasons since Notepad
appears to be used (by someone, not me) each time I start
up my computer.
 
You are probably using XP Pro, which allows users to encrypt files (and
folders). This has nothing to do with Notepad specifically.

If you feel that "Notepad appears to be used (by someone, not me) each time
I start up my computer", your solution is not to try to restrict the usage
of notepad, but to determine exactly how your computer has become
compromised, and to stop it immediately.

If you are very certain that no one else has physical access to your
computer, and you have already scanned for viruses with updated virus
signatures, and you have already installed every security update from
Windows Update, then you should consider installing a spyware detector. A
third-party firewall would be a good idea as well, since it would tell you
if your computer is attempting to access the Internet without your
knowledge.

Yes one can, by modifying the NTFS permissions of notepad.exe
