In Win98SE, the Properties of a DOS window shortcut included a
"Display toolbar" option under Screen/Window. The toolbar contains
things like Copy and Paste.

I would like to enable that toolbar in the XP Command Prompt, but
can't find an option for it. Can someone point me to a solution?

Open the command prompt, right click the top title bar, and choose edit. All
the items you mentioned are there.

I don't believe XP has this same feature. You'll have to open a command
prompt then right click the upper left corner (command prompt icon) and
select Edit >. From there you get a small sub menu which includes
copy/paste.
