How to enable the East Asian language option again?

The option "Install files for East Asian language" is checked but faded out.
I cannot uncheck the option to uninstall East Asian language.

Think I accidentally messed with the uninstaller reference in the registry.
How do I "unfade" the option so that I can uncheck this option?

Help much appreciated. Thks!
