How to Drag and Drop Graphics Into Outlook 2003

How does one get Outlook 2003 to allow graphics like jpeg files to go
into the message you are composing. I have the format as HTML. No
matter what I do the i.e. "drap and drop" or "file -> insert" it always
appears as an attachemnt. I am unable to type a full lines of text,
drop in a picture, and continue with more text, etc.

Any ideas.

P.S. We have an Exchange 2003 Server for the Outlook clients.
 
I don't have a solution, but I can give you a worwork-a-round.

Open the graphic in any graphic editing program. Paint, Paintshop pro, etc.
use the copy command to put it in the windows buffer, and then position the
cursor in the email exactly where you want the picture and use the paste
command. That will do the job.

That doesn't work in OL2003. It still attaches the picture. OL is business
mail and all pictures are sent as attachments--except if you use Office 2003
Picture Mgr and select 'Send to mail recipient.' Then you get the option to
have the picture appear in the body of the email. Off Pict Mgr is not
installed automatically. You must use Add Remove and your Installation cd to
install. Many tools in Office have to be added manually.
