How to display RSS feed info on my website?

(I have tried Google'ing to get info on this w/o much success.
The MS website explains how to create RSS feed data, but I could not
anything on reading/displaying RSS info. Maybe I am missing something
basic.)

I use FrontPage 2003

Is there a way to add code that would permit me to display RSS feed
information. For example I have a feed link
http://www.ncga.state.nc.us/gascripts/News/NewsRSS.pl

and would like to display the RSS info it points to as part of my website,
not to use a standalone RSS reader.

Any suggestions would be greatly appreciated.

I misread your original post.
that link is to "create an rss feed".
