How to disable windows keyboard shortcuts?

Hello. I would like to let my daughter play some kid games (winnie the pooh,
Elmo, etc), but when she inadvertantly hits the keyboard she ends up hitting
the windows key, or alt-tab or ctrl-esc or some other keyboard "shortcut"
that ends up hi-jacking the application and kicks back out to the windows
desktop.

Is there any way to disable all keyboard shortcuts? It can be
computer-wide, user/session-specific, etc...

ANY help would be greatly apprecaited.

Do off-the-wall suggestions count too?

How about a keyboard for your accelerator happy daughter, with those pasky
accelerator keys removed!?
If its USB you can hot-plug it.
 
Thanks for the reply, Dave. That's a good idea, I'll take it into
consideration. Obviously a tool to simply disable the hot key effects would
be most desirable, but your suggestion may be a good interum step. She
already has her own keyboard so modifying wouldn't be difficult...
