how to disable publish to the web?

I have been upable to disable the publish to the web
folder option. I can delete the registry entrys for web
publishing wizard to stop it from running. There must be a
better way?

There is no way to get rid of this, MS has told me that

as long as IIS is not running this utility will not run.
