How-to determine if network is "Local Only" or "Local and Internet"

I'd like to programmatically be able to determine if a network
interface is currently in "Local Only" or "Local and Internet" access
mode. Also I wasn't sure if this is only applicable to Windows
Vista? If not possible in C#, maybe netsh can do it?

If u can see it in ipconfig/all (in Vista? , I dont see anything in
XP) then thats new... dont get that Access mode...
brute: ping www.google.com and if it answers - yes ;) unless you work
at...

I unfortunately T/S with an hp rep and she walked me through some changes. I
know this isn't the correct subject but I need help. I need to get my
network access back to local only. It is set to local and internet, does
anyone know how I can change this?
