How to delegate rights to "move" objects ?

I need to delegate rights to "Helpdesk" move user accounts from one OU to
another. I tried to access the respective OU and go to "security-advanced"
tab but I can't figure it out which permission will grant that capability.
This is Win2K AD.

Let me know if you can help.
 
Hello Marlon.

The particular account or group must have at least create at the destination
OU and at least remove at the current OU.
