How to deactivate USB autodetect?

For security reasons i need to deactivate the possibility for the user to
install new USB devices. I dont want to deactivate the USB hub completely
because there might be a printer or similar device installed. So I either
want to deactivate the autodetection or configuration of new hardware. Any
hints ?
