Also many ISP's offer some space on their servers for a Home Page type
of site as part of the package. The larger ones usually have some sort
of a Home Page Builder Wizard, too.

You really didn't give enough information about what you want to do to
get more specific advice. There is a big difference between just
wanting to put up a personal home page and setting up a company website
with links, shopping carts, etc.

Hi
Windows XP Pro has an IIS server that can be installed on your computer.

Once installed you would have a Server on your computer.

Microsoft Office XP and 2003 has editions that include FrontPage which is an authoring
program that would enable you to develop web pages and web sites. (Front page can be
bough as a stand alone program too).

These two would assist you to learn and exercise on your own computer.

When you are ready you buy a Domain and a Hosting service and publish your creation.

If you ISP TOS allows it you can do Humble Hosting from your own Internet connection.
