How to create .crl file

I'm busy developing a project about certification. And I
want to create a .crl file by programming in .net
framework. What should I do?
If it can't do that, C++ is also OK.

Crl Is A Certificate Revocation List

Ca Must Have To Create This File And Put It In Public Place So Every One Can Access This File
