How to Create % cell and apply changes to worksheet

I want to create a cell in my excel sheet which would increase or decrease to
entire sheet by the % entered. I want the cell to be available at all times
for my calculations. How, how, how can I do it.... anybody out there... Your
help is highly appreciated....
