How to create a Winbom.ini File

Hi All,

After endless searching with no luck, I cannot find out
how to create a winbom.ini file. Can anyone point me in
the right direction or let me know how to create one???

I have yes, but there is no difinitive post on how to
actaully create the Winbom.ini file.
