I know you're all saying "now why would I want to do that?
My small reason is XP can't read DOS programs which being
able to use is necesary for certain programming
languages.

Back on topic, I'm about to buy a laptop (the brand and
type doesn't matter) and it's going to have XP already on
it. How do I change the server to windows '98? Can I just
insert the disc and run it? Or do I have to do some
procedure to uninstall XP first? Can I do either without
crashing my computer? Is it possible? How should one go
about it?

If there isn't a way, then could you at least tell me how
I could "partition" my hard drive, and what that do for
me?

I'd really aprecciate any help. Thank you.

Actually XP can run many dos programs just fine. Have you tried yet? I'd try
first before downgrading to win98.
To go back to win98, boot to a win98 floppy boot disk, run fdisk, delete all
partitions, create new partition, reboot to floppy, run format, switch to cd
drive, install win98(type setup.exe, hit enter).
Get a win9x floppy boot disk here -- www.bootdisk.com
Note - buying an oem computer with xp preinstalled, formatting it, and
installing win98 will most likely void any support and warranty you'll have
on the laptop. Also most laptops have proprietary hardware and there may not
be drivers for win98. If it's a new laptop with xp preinstalled, you might
not find win98 drivers.

Your biggest problem will be finding device drivers for Win9x (Win98
included) for a laptop with hardware that never had those drivers created
for it - since the laptop is post-9x era. Things like display, video,
cd-rom, modem, mouse, touchpad or pointer device will all need Win9x drivers
which most likely don't exist. The solution, upgrade your programming
software (since old DOS driven programming languages are 16-bit) so you can
enter the 21st Century using 32-bit software (as 64-bit hardware/software
for the layman is on the horizon), 64-bit already available in the corporate
environment.
