Hi,
I am using Outlook 2003 and can not find any place to change the tab
width from 8 spaces to, say, 4 spaces.

Could you point me that?

Thanks.

In what window? The Compose window? Which editor are you using?

It is in Compose window, I do not specifically choose editor (how to
do that?), so I must be using the default one.

I go to "Tools"->"Options", I can not find anywhere I can set up TAB
width.

Could you point me how I can do that?

Thanks.

Tools>Options>Mail Format

If you use Word as your mail editor you can set the tab stops you want. If
you use Outlook's built-in editor, I don't think you can change the tab
stops.

I checked that, I am using Word 2003 as the editor.

While It turns out I can not find how to set the tab width in Word
either. I checked both Outlook and Word, but can not find it. I mean
permanently set the tab width.

Thanks.

Help in Word should tell you how.
