How to change the language of the image's UI?

I want to make a image that the language of the OS' UI is not English, how
should i do?
I add other language support but still don't work.

You can download other language MUI.

Please install the pack and rebuild image with TD.

Otherwise, you must make some changes in TD.

Select "* Language Support-> Settings -> Include multilanguage user
interface resources"

* means the language name that you want to use.

Make changes in "Regional and Language Options -> Setting"
