Blocking websites is not a feature Windows supports, you would need to
implement this either via a router or other network device that supports
blocking, or by running a web proxy server that would block web sites.
Blocking programs would most easily be done with an Active Directory
domain - that would allow you centralized management of users and
permissions. Without Active Directory you can do so with the Group Policy
Editor on each PC using Software Restriction Policies - but you would have
to do this on EVERY computer.
