How to change drive for saving files?

I have two HDs. The first is C: with the system files, and the second is
partitioned into G: and H: with data files, backups, etc.

For some reason, every time I install a program, especially one from
Microsoft, the automatic temporary install files go to H: -- I am not given
a choice. I want the temporary install files to go on C: since I use H: for
other purposes. I have no idea why the installers use H: but is there a way
to change the default back to C: ?

In device manager under environment variables the temporary directories are
all in C: and there is no mention of H: at all.

Often times it uses the drive with the greatest amount of free space. You
see this particularly with windows updates. Even sometimes puts them on USB
connected drives.

Interesting--in this case, H: does have the most space of the three.

I had no idea that the installer could think. :-)
