How? How to change desktop image loading between WinXP logo, and Background
image? Sorry, not sure how else to explain it.

Turn off Web Content first.

Web Content? Currently I just have a .gif as my desktop.

Put your background image to none, reboot and put back the image you want.
Sometimes it work.
