is there a registry edit or something that will block anybody trying
to install new programs in XP Pro? I only have the Admin account so it
does not ask for a user when XP starts. I know I could create a new
user and set a password on the admin account but I would like to just
have it automatically boot up straight to the desktop with no user
prompt. TIA

If everyone is logging in as the administrator, you can't control what they
do. Set up other accounts & password protect the admin one.

No. If you leave your front door unlocked, how are you going to keep anybody
out?

You should not be using an Administrator account without a password
regardless. This leaves your system wide open to any hacker who decides they
want to break into your system. When they do break into it, they have your
administrator privileges to do anything they might want.
