How to automatic include attachments whe Reply email

In my Outlook, attachments are automatically included when I Forward an
email, but when I Reply or Reply to All, this is defaulted without the
attachment.

I am pretty sure a previously Outlook prompt you to choose whether to
include or not, how to do I change this option please ?

Why would you want to? The supposition is, that the person you REPLY to,
i.e. the person who sent you the attachment, ALREADY HAS IT! Why would they
want it back?
