how to attach caption to inserted picture

Using Word 2003 and I am having difficulties keeping captions with pictures
inserted in a report text. I was finally able to group the captions with
their respective pictures, however by doing that I loose the ability of
generating a table of figures. Any help would be greatly appreciated.
