How to archive public folder in Exchange 2003

I want to archive our public folder structure on a calendar year basis and I
am not sure how to do this. I get a "The selected folder cannot be archived"
message when I try to do this through Outlook 2003. We are running Exchange
2003 SP1 and Outlook 2003 SP1. A quick look through the newsgroups does not
seem to show a definitive answer. Is there a way to do this??

You're using the wrong tool for that. Archive the public folder store on
Exchange and create a new one.

Thanks for the reply. How do I do that on Exchange? The scenario is
1. I want to archive the calendar year 2003 emails on the public folder.
The entire public folder currently is 800 MB. There are hundreds of folders
and thousands of emails that need archiving.
2. I do not want to recreate the public folder structure
3. I want to be able to filter the existing emails for the proper time period
4. The archived folders and emails will be deleted from the Public folder
5. I want to be able to delete the files and folders from the Public folder
for the proper time period
