how to apply permissions

I need to know how to apply permissions to one computer on my network, & deny
access to the others, I know there's a way to do this, because my
brother-in-law has done it to me when I was on his network. I know it has
something to do with the administrator account.
 
You must have NTFS format to set permissions.
If so, right-click on the folder that you want to share,
select "Sharing and Security ..."
select the "Sharing Tab",
select "share ..."
click on the "Permissions" button to select permissions.

ok, I tried that, there's no security tab, I was reading something about
having to be part of a domain, if so, how do I join a domain?

You do need to be using the NTFS file system and you also need to turn
off Simplified File Sharing.

You must first disable simple file sharing to get the security tab to
appear.

Sharing and Security tabs only appear if you browse with administrator level
access.
You don't need to be part of a domain. A domain is just a type of network.
The 2 types of networks are domain (client-server) and workgroup
(peer-peer).
 
As I said before you need to have NTFS format for this.
To show the Security Panel follow this:
* Open My Computer -> Tools -> Folder Options
* Select "View" tab
* Uncheck "Use simple file sharing ..." (should be the last)
