How to apply all settings to default user?

Hi all
I have two user accounts in my xpe image.
One is "administrator" and another is "Test".
I login with administrator and make some system settings.
Now i want to apply all settings that i had cahnged to "Test".
Because i don't want to set again.
And i hope these settings can be applied with other users
(Default User).

I had tried to copy all files to "Test" in under this path.
(\Documents and Settings\Administrator\)
But all settings didn't be changed.

Any body knows?
Please help me, thanks.

maybe you can run a bat file that can configure the setting during user
first logon to make the task automated ?
