how to alter partsion ( drives) size

how to increase- decrease size of drives in HDD , like want to add
more space to D drive by taking free space frm C drive

is there any free software ( tried acronius and someother but asked
for buy after installation) or any commands so that it can be done
safely by me only as per need

These are not separate physical drives, I assume, but rather separate
*partitions* on a single physical drive.

Unfortunately, no version of Windows before Vista provides any way of
changing the existing partition structure of the drive
nondestructively. The only way to do what you want is with third-party
software. Partition Magic is the best-known such program, but there
are freeware/shareware alternatives. One such program is BootIt Next
Generation. It's shareware, but comes with a free 30-day trial, so you
should be able to do what you want within that 30 days. I haven't used
it myself (because I've never needed to use *any* such program), but
it comes highly recommended by several other MVPs here.

Regarding that word "safely": bear in mind that what ever software you
use to do this, it's a big step, affecting everything on the drive.
And whenever you take such a big step, it's always possible for
something to go wrong. So be sure you have a backup of everything you
can't afford to lose before beginning.
