XP offers few, if any, firewall options. SP2 (now in pre-release) adds
some, but don't expect a high degree of configuration settings.

The firewall does a fine job of blocking INcoming traffic, but does not
address outgoing...should there be a program on the PC that
surreptitiously sending info.

Go to Control Panel > Network > right-click your connection, choose
properties, go to the advanced options tab; click on configuration

If you know, does ICF even provide stateful packet inspection to ensure
any inbound communications are the result of prior outbound-initiated
connections (i.e., nothing comes in unless the computer sent something
out)?

Thanks for that link. I read through it. I had installed the freebie
ZoneAlarm on a family member's computer but they aren't too network and
computer savvy. As a result, they really didn't know how to keep
ZoneAlarm configured for best protection. Also, it would present popups
about some process wanting to make a connection but never identify the
process. The user then had to open the ZoneAlarm interface to find
which applications were listed with question marks for status regarding
permissions. This was too much work and far too interferring with their
use of their computer. While ICF does nothing to protect against
unauhtorized outbound connections (zombies, spyware, etc.) other than to
prevent IP spoofing, it's good enough for them. This same person is the
type that keeps promising to get anti-virus software but never does, or
wants to install something they have that is over 2 years old, so I
installed the freebie AVG for them. Some protection is better than
none.
