How to activate "Object Action" under Action Setings in PPT XP

I am a regular user of MS PowerPoint, now using Office XP and Office 2003
versions. In both, if I insert a text or picture on the slide and right clik
it to go to Action Settings and then to Object Action, this option is always
inactivated. How to activate this option to use it in presentations. Please

object action applies to objects inserted using the INSERT > OBJECT command
(and not to text boxes etc)
