In Outlook Express, Tools - Accounts - Add a News account.

When it comes to the server, use
msnews.microsoft.com
no log on is needed.
In Tools - Options - Read make sure you have News ' Get nnn messages'
checked, and I suggest initially 1000 messages; you can turn this off
once you have the initial downloads of messages done

Then be online, and go to its Tools - Newsgroups, select the newly
created server instance and click Reset List. It will take a little
while - there are over 2000. Look in the new tab for the list and
highlight the ones that you want to see, and click Subscribe.

When you look in Tools - Newsgoups, you will now see these listed, and
can check the 'Synchronisation settings - New messages.

Now you can take a group, Synchronise Account and look at the messages

When you reply, use the 'Reply to group. button in setting up your
message
