The simplest way to omit the footer from the last page is to place the
footer using a conditional field eg
{IF {Page} < {Numpages} "Put your footer content here"}

Enter the fields in the footer at the right but put your line where I have
indicated. The field boundaries { } are entered with CTRL +F9. The line will
then only appear on all pages but the last.
