How is the green side menu created in this web

I can do a similar effect using image and a rollover behaviours but this
seems to be done using code.

But don't use Flash for navigation, since that may not be spidered, will not
be accessable, and will deny access to those who don't have the Flash plugin
installed.

Those links are just done with behaviours/rollovers and change the cell
background on mouseover. FP 2002 has the ability to do it, and FP2003
expands on that.
