How Does Outlook 2003 Know what POP Messages have been downloaded?

My OL2003 keeps downloading the same messages. I'd asked about this before but
did not receive any help. Could someone point me at the file (under Netscape
it was called popstate.dat) that tells Outlook which messages it has
downloaded already?

I do not want to remove them from the server at the time of download and I
know that I should not have to. It should know which messages it has already
downloaded. I want to find the file that records this because I fear that it's
corrupt.

Any help would be most appreciated.

It is a hidden message in the PST file. Any chance you can remove/delete
the offending message a different way?
 
Yes, from a web browser, but it just happens again on a different message. I
don't think it's an offending message, this just seems to happen no matter
what messages I have. It doesn't happen if there are only a few messages in
the mailbox, but if it's got more than about 70, it starts repeat-downloading
them.

Any ideas?

I've been having something similar. Whenever I have a large number of
messages, it gets so far and hangs up. Then when I send/receive again it
downloads the same messages as the first time and hangs at the same point.
If I go online with the browser and delete some of the message mainly spam
then it's ok and will download mail ok. But the duplicate messages are
because it's hanging on one try and then starting over the next time. It's
happened to me a couple times since upgrading to Office 2003 a couple weeks
ago.

same problem here.
then I use Express but after some messages download the same problem.
Useless, this 2003 Outlook junk.
As useless as the MVPs here.
