How does one set up a double underline for table cells?

I need the format option to double underline the entire width of table cells
in Microsoft Word.
 
Format | Borders and Shading. Select a double-line border and apply it to
the bottom of the cell. If you use the Tables and Borders toolbar, it is
even easier to do this. Also, once you've selected a double line, it becomes
your default border and can be applied using the buttons on the Borders
flyout on the Formatting toolbar.
