How does a normal Domain user change their "power settings"?

How does a normal Domain user change their "power settings"?

It says "access denied" when they try.

Logging in as a local user changes the setting for that user only.

It would have to be done in an account that has administrative
privileges for the domain. A standard user would not have that ability.

As administrator I can change the power setting for "administrator", but
when you go back in as domain/fred, he is as they were.

The changes need to be done by "fred" but he does not have the power.
