How do you turn on the open attachments dialog box in Outlook

I am trying to turn back on the open attachments dialog box in Outlook - the
prompt to open or save a file. Any ideas?
 
That is a Windows setting and not Outlook;
Control Panel-> Folder Options-> tab File Types-> open the File Type->
Confirm Open After Download
